Europe experienced widespread relief on Monday, as the crisis sparked by the presentation of a new 28-point plan for resolving the conflict appeared – briefly – to have been defused. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of conflicting incidents captured the grim essence of the current period. By day, diplomatic battles are waged: hopeful statements are released from multiple capitals. Considerable effort is expended on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "settlement".
After-Dark Attacks
As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is capable of detecting projectile deployments from across the border, a ability provided through timely intelligence. From vantage locations, defense planes that had been deployed to intercept incoming cruise missiles flew past – advanced fighter aircraft delivered to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons thundered: several firings fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through allied countries. Every deployment jolts you unexpectedly, rattling buildings. The moment of terror quickly gives way to resigned acknowledgment: possibly the incoming missile won't hit its mark this time, sparing the city from devastation and further power outages.
Continuous Dangers
Not long after, a automatic firearm engaged a unmanned aircraft somewhere nearby, part of a mobile-fire group – most likely allied-provided weaponry. Sadly, the shots failed to hit the opposing UAV – it maintained course toward its destination.
Periodically, this persisted until dawn. Kyiv awoke to the early updates: seven people killed, devastation and heating outages in numerous residences as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – living the war. But those 24 hours encapsulated Ukraine's critical military reliance on external assistance – a need that European nations are clearly incapable to replace in the short term.
Failed Diplomacy
The 28-point plan from Washington provoked deep reactions, debate and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.
Every new proposal from US leadership unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually secure success. This pattern will, certainly, endure.
Strategic Calculations
It is easy to blame particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. American leadership functions according to a premise familiar among international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration assumes that it is unfeasible to pressure the Kremlin to abandon the areas that it presently holds in Ukraine's southern or eastern regions.
The issue is that while acknowledging this situation, American administration does nothing to deter Moscow, through diplomacy or military means, from believing that the current condition will not shift further in its favour in the months ahead.
Divergent Views
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their incentive to sign a deal that does not give them the maximum possible gain is close to zero. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but averting a entire defensive failure until situations evolve in its benefit.
Current Realities
Factually, there are no genuine requirements for a truce. Now, individual motivations are becoming relevant: personal goals to mediate resolution and secure international recognition, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their focus does not shift toward homefront challenges. And although their task will now be much harder after recent developments, it remains quite doubtful that this will change their overall approach.
These two forces are guiding negotiations.
Conclusion and Outlook
It took a mere seven days to kill the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, current information leaks, all did their job.
While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and show particular unwillingness to modify developments, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
